Conway business license guide

Conway does not require a general business license, but the business may still need local activity permits, zoning approval, state tax registration, or industry credentials.

Does Conway require a general business license?

No. The City of Conway currently states that it does not require a general business license. That does not mean every Conway business can open without another approval: the address, activity, products, employees, food service, alcohol, construction, and professional work can each create separate requirements.

City of Conway: business licenses and taxes

1. Check the location and planned use

Before signing a lease, renovating, adding a sign, or operating from home, ask the city whether zoning, occupancy, building, fire, or sign approval applies to the address and activity. The absence of a general license does not override land-use rules.

2. Prepared-food businesses have a city permit and tax

Conway says restaurants and businesses selling prepared food need an Advertising and Promotion permit for each location. The City currently lists no permit fee and an additional 2% city A&P tax, bringing the listed total tax on prepared food to 10.75%. Verify the rate and filing process before collecting tax.

3. Alcohol service follows a separate path

The City explains that Faulkner County is dry and Conway restaurants generally use the private-club process to serve alcohol. The local request goes before the City Council and is separate from the Arkansas Alcoholic Beverage Control application. Conway currently lists a $250 city submission fee for the private-club request.

4. Arkansas tax and professional rules still apply

Taxable sales can require an Arkansas DFA account even though Conway has no general license. Contractors, childcare providers, food businesses, healthcare professionals, alcohol sellers, and other regulated operations should verify every state or federal credential tied to the work.

5. Use the City Clerk as the local starting desk

The Conway City Clerk’s office says it can help businesses navigate the startup process. The current contact is 501-513-3501 at 1111 Main Street. Describe the exact business and ask which city applications, taxes, or approvals apply.
