Arkansas business license requirements

A plain-English guide to checking local licenses, zoning, home-occupation rules, state permits, and federal requirements before you open.

Does Arkansas have one statewide general business license?

Do not assume one state filing covers every license. Arkansas small-business guidance explains that requirements can exist at city, county, state, and federal levels. A local business or privilege license is common, but the exact rule depends on the business location and activity.

Start with zoning—not the license application

Before committing to a storefront, office, workshop, storage site, or home business, verify that the planned use fits local zoning. You may also need building, sign, or change-of-use permits. Zoning approval and a business license are separate checks.

Which local office should you contact?

  • Inside city limits: contact the city where the business is physically located.
  • Outside city limits: start with the county clerk.
  • Working in other cities: ask each city whether a separate license applies to businesses performing work there.
  • Home-based: ask about a home-occupation permit and limits on traffic, signs, parking, employees, storage, or noise.

Some cities and counties do not issue general business licenses, while others renew them annually. Ask the office to confirm the current application, fee, renewal date, and any supporting documents.

When does a state license or permit enter the picture?

State boards and agencies regulate many occupations and activities. Examples can include contractors, food businesses, alcohol sales, childcare, healthcare, and other specialized work. Check the actual services you perform, project size, facility type, and products sold.

Do online and home-based businesses need licenses?

They can. An online business may still have a physical business location for local rules, and selling taxable products or services may create tax-registration duties. A home-based business may need local zoning or home-occupation approval even when customers never enter the home.

What about the business name?

ASBTDC guidance says sole proprietors and general partnerships operating under a fictitious or assumed name generally apply for a DBA certificate with the county where the business is physically located. Other entity-name filings may involve both the Secretary of State and county. A DBA does not itself reserve or protect a name.

Ask these questions before paying a fee

  1. Is this license required for my exact address and activity?
  2. Must zoning be approved first?
  3. Does work performed outside this jurisdiction require another license?
  4. Are there industry, building, sign, health, or fire permits too?
  5. When does it renew, and what records must I keep?
